Biography:
William was born and grew up at the Bowling Green Inn, in Mount Pleasant, then a semi-rural area on the outskirts of Liverpool with a view of the dockyards and the Mersey. From his father, an inn-keeper and a market gardener, Roscoe inherited a tremendous energy and a lifelong interest in agriculture, gardening, and botany. His mother taught him to love books and poetry. He left school at age 12, but afterwards pursued his own education in Latin, Greek, French and Italian. In 1774 he started working as an attorney and did so for the coming 22 years. During those years he developed wide artistic and literary interests and published several poems and works on especially Italian literary studies and history, such as: The Life of Lorenzo de' Medici, a translation of translation of Luigi Tansillo's Nurse and The Life and Pontificate of Leo the Tenth (1805). He retired from his profession at age 43, but took up farming in a village outside of Liverpool and continued writing and political campaigning. He was a strong opponent of slavery, which was a theme in several of his works. Additionally, he was a member and later president of the Liverpool Society of the Abolition of Slavery. Roscoe's opposition to the slave trade brought him into the national political arena. He was elected as a member of Parliament representing the city of Liverpool in 1806 and voted for the succesful abolition of slave trade in the British colonies. Roscoe left Parliament a year after he joined. His position on slavery was closely linked to his religious views as a devout Presbytarian. Roscoe also pursued a career in business and after he ended his career in law became a partner in a bank owned by his friend William Clark. In 1816, in a period of acute economic depression, the bank collapsed. Forced into bankruptcy, he had to sell his home as well as his books, manuscripts, and paintings. Among the poems Roscoe wrote for children, the most famous is The Butterfly's Ball and the Grasshopper's Feast, 1807. An instant best seller, it is still in print.

The American writer Washington Irving, who served in the United States diplomatic corps in England, 1829-32, observed of Roscoe: 'Wherever you go in Liverpool you perceive traces of his footsteps in all that is elegant and liberal.' Throughout the 19th century medals were struck in his honor. He was recognized as 'Liverpool's greatest citizen' in a biography published on the bicentenary of his birth.
