Studied Theology in Utrecht, mainly under Petrus Wesseling (1692-1764). After defending his thesis, De Rhoer became a preacher at Delden in 1745. After only three months he accepted the post of professor of history at the 'Illustrious School' at Deventer. In 1768 he started teaching ancient languages at the academy of Groningen. Biography:
Merchant in Amsterdam. Together with his brother Johannes van de Wall, he owned a trading company with the name 'Firma Jacobus & Johannes van de Wall'. As an enthusiast for optics, Jacobus designed and made also some telescopes. In about 1745 he made a large reflection telescope, which for decades would be the largest telescope in the Netherlands. In this effort he was assisted by the brass caster Carl Ulrich Bley and the scientific instrument maker Adam Steitz. In 1758 Van de Wall built an astronomical observatory in the garden of his country house. Here he was visited by several foreign and domestic astronomers. In 1782 his large telescope was bequeathed to Leiden University.
Collection: Museum Boerhaave Leiden (reflecting telescope).

At the time of his marriage in 1655 to Marya van Deyl, widow of Cornelis van Duyn, De Steur was registered as a 'mathematisch instrumentmaecker'. At the baptism in 1656 of their daughter Elisabeth, the instrument maker Henricus Sneeuwins acted as a witness. In 1659 Coenrad van Lin became an apprentice of De Steur. In 1660 the Leiden professor in mathematics Frans van Schooten recommended him to Christiaan Huygens. In 1672 De Steur remarried to Anna Annocque. They lived at Rapenburg 69. She remarried in 1681.
